Welcome to the Officials Section of Virginia Swimming, Inc.  We have designed this section to be a one-stop repository of information important to swim officiating within our LSC.  It is divided into appropriate sub-pages to organize the information.  Most of the information is static. But, when we make a change to a document, we'll add a note on this page indicating a change has been posted.

New Rules Interpretations
We have received two new rules interpretations from Bruce Stratton, Chair of the USA Swimming Rules & Regulations Committee.  These interpretations should be disseminated widely and implemented immediately.

#1.  Resubmersion during Butterfly.
Once a swimmer’s first arm stroke brings them to the surface, they may not resubmerge, even if their head has not passed the 15 mark.  This is unlike the the Freestyle and Backstroke, where it is permissible to resubmerge provided the swimmer is not submerged past the 15 meter mark.

(The new interpretation differs from the past in that previously, the Butterfly was treated the same as the Backstroke and Freestyle).

#2.  Over the water recovery of the arms in Butterfly.
(a) The arms are defined as that portion of the body which extends from the shoulder to the wrist.
(b) The whole arm as defined in (a) must break the surface of the water, although the arm need not be entirely out of the water (analogous to a boat on the surface of the water).

(The definition of the arm (a) is no different than what we have been using for many years.  The second portion of the interpretation (b) is different from the interpretation that we have been using.  Previously, we have said that any portion of the arm could be out of the water and it constituted an over the water recovery.  The new interpretation is much more restrictive, as it requires that the whole arm break the surface of the water.)

New Swimsuit Rules

Approved Swimsuits for 2010 Effective 1/25/2010

The USA Swimming House of Delegates, at its September 2009 meeting, adopted new rules regarding swimwear which limited swimsuits used for competitive purposes to those swimsuits which are in compliance with specifications established by FINA, the international governing body for the sport of swimming.

On January 4, 2010, FINA issued its final list of swimsuits approved for use in 2010. The suits included on this final list were all submitted to and approved by FINA.  In addition to the suits included on this list, FINA has indicated that “older suits” are also acceptable for competition.  Although the term “older suits” was not specifically defined, it generally refers to suits made from nylon or Lycra that meet the following criteria:

  • Swimsuits for men may not extend above the navel or below the knee and for women may not cover the neck, or extend past the shoulders or below the knee;
     
  • Material used for swimsuits can be only textile material which is defined as materials consisting of natural and/or synthetic, individual and non-consolidated yarns used to constitute a fabric by weaving, knitting, and/or braiding.  Simply put, this would generally refer to suits made only from nylon or Lycra that do not have any rubberized material such as polyurethane or neoprene; and
     
  • No zippers or other fastening devices are allowed except for a waist tie on a brief or jammer.

Although the “older suits”, as defined above, are acceptable for competition, they will not be allowable for purposes of establishing World Records, as qualifying times for FINA World Championships or Olympic Games, or for world rankings.  Only suits listed on the FINA Suit List may be used for these purposes.

Effective immediately, with the exception of our USA Swimming Championship Meets as defined in Article 207 of the USA Swimming Rulebook (U.S. Open, National and Junior National Championships, and Trials Class Meets), swimsuits allowable for use in USA Swimming sanctioned or approved competition must either appear on the attached FINA Suit List or meet the definition of an “older suit” as defined above.

For purposes of our USA Swimming Championship Meets, the “older suits” are not allowable and only suits appearing on the attached FINA Suit List are acceptable for use in competition.

Please be aware that some of the swimsuits on the approved list have the same model names as older suits which do not meet the new technical requirements.  We strongly recommend you check with the retailer or suit manufacturer to be sure you are purchasing an approved suit.

The FINA specifications for swimsuit approval included a requirement that all approved suits must include a non-removable marking or label on the swimsuit indicating the swimsuit has been “FINA approved”, along with an indication of the approval date.  It appears this marking/label will be provided exclusively by FINA and will include some kind of numbering system.  The number on the label/marking will have to be entered on any World Record Application Forms.  The marking/label will most likely be on the inside of the suit where it will not be visible to any observer.

As before, officials should assume that any particular suit worn by a swimmer is a legal suit unless it is obvious the suit does not meet any of the three criteria used to define an “older suit” as described above.  Any protest regarding the legality of a particular suit should be handled in the same manner as any other protest under the provisions of Article 102.11 of our Rulebook.

Our new name tags are finally ready!!  Newly-certified officials will receive their name tags from their District Officials Chairs.  Already-certified officials can order their new nametags directly from the supplier for $5.95.  If you loose/damage your name tag, you can order a replacement for $5.95.

Officials Tracking System

At the beginning of the Long Course season, we announced that we would be increasingly moving towards the use of the USA Swimming online Officials Tracking System (OTS).  The Officials Committee recently met and we’ve set a goal of shifting our database to OTS by the end of the year.  So what does this mean for everyone?  Well, lots of things:

First, we will no longer be issuing the certification cards with which you are all familiar.  These cards are going to be replaced by a system generated card.  If you have national certification, you’ll recognize the card on the right hand side of the sheet. What is new is the ability to generate the VSI card on the left.  These are the cards that we will use for 2010 certifications.  They will both be emailed to you and be available in your account on the USA Swimming website (if you haven’t yet created an account, now is a good time to do so).

One thing you’ll notice is that there’s no place to keep track of sessions worked.  That is because we are going to be entering all of that data into OTS.  If you work at a meet sanctioned by VSI, the information will automatically be added for you.  If you work at a meet in another LSC, it may or may not be entered.  The good news is that many LSCs are moving towards the system, so it will likely be the case.  If not, you will still have the ability to manually enter the sessions.

This means that there will be no more lost cards.  It also means that we’ve got to keep good records.  It would be a good practice to make sure that you sessions have been added within a couple of weeks of the meet.

For information to get into OTS, three things must happen:

First, you must be a registered member of USA Swimming.  Everyone who is a S&T Judge/Starter/Referee meets this requirement, otherwise you can’t hold certification in these positions by rule.  We strongly encourage our dry deck officials to be registered members as well and we are pushing to have this as a requirement.  If you are not registered, you are not in the system and thus can’t be tracked.  We haven’t decided yet how to handle things if you fall in this category, but it would be simplest if you could register.  For those of you who are Coaches and Officials, please check both boxes on the registration form.  If you register as a Coach only, you don’t show up in the Officials database, although we can get to you with extra work (but even at that we can’t include you in reports).

Second, District Chairs are going to set the meet up in OTS, which requires a minimal amount of effort.  As part of the setup, the Meet Referee is added and a Meet Administrator can be added, as well.  These individuals have the authority to add the sessions worked for the meet.

Third, the Meet Referee and/or Meet Administrator will need to enter the sessions worked after the meet.  This would be an appropriate thing for the Officials Chair of the host club/team to do, especially if the Meet Referee isn’t from your club.  There are detailed instructions on the website for doing this and we can help as necessary.  We distributed a spreadsheet this summer for tracking this activity and that is a handy method to use.  The bottom line is that good records will need to be kept during the meet so that good information can go in after the meet.  These records and the meet report should still come back to the LSC Chair and the appropriate District Chair.

We need to clear up a point of confusion.  If you go into OTS to look for your VSI certifications, you may not find them at this point.  Conversely, if you have national certification, you will find that information in the database.

The reason that the VSI certifications are not in the database is that we’ve got to manually add all of them which we began a couple of weeks ago.  There are, however, 500 officials that need to be added and we only have 7 of us doing the entries, so please be patient.  Before the end of the year everything will be there, as will your certification card.

There’s likely to be some growing pains as we transition to the new system and we’ll do our best to keep you informed.  In the meantime, if you’ve got questions please let us know.  Chances are you aren’t the only one.

On a related note, we want to continue to encourage our dry deck officials who are not registered members of USA Swimming to become registered.  If you’re not registered, you're not in the database!


Our championship season is upon us.  We need your help at all positions of all meets.
If you can work any sessions, please let your Team Officials Chair know or submit the appropriate Application to Officiate.

Please make sure to always check the "Official" box on your USA Swimming Non-Athlete Registration Form.
This applies to apprentices, too.  Every year!
